The executive and editorial board of the Latin American Policy Review is comprised of graduate researchers acting within editor and director roles. The Board relies on research, scholarship and expertise to inform the publication of important issues.


 

Fernando Garcia
Co-LAM Managing Editor

Fernando Garcia is the Co-Managing Editor of Latin American Policy Review. He specializes in urban economics and econometrics. He previously worked as an Advisor at the Ministry of Health and Social Development and as a Visiting Professor of Macroeconomics at Universidad Torcuato Di Tella (UTDT) in Argentina. Fernando earned a BA and MA in Economics at UTDT and will graduate with a Masters in Public Policy with a data analytics certificate from the University of Chicago – Harris School of Public Policy in 2021.

 

César Morales Oyarvide
Co-LAM Managing Editor

César Morales Oyarvide is Co-Managing Editor of Latin American Policy Review and an MA candidate ‘21 at the Harris School of Public Policy. As a public servant in his home country, he has worked at the Office of the President of Mexico, the Ministry of Finance and the Federal Congress. He has also written for media such as Este País, Común, and Nexos (Mexico), Nueva Sociedad (Argentina), and Nueva Tribuna (Spain). César holds a bachelor’s degree in political science and a master’s degree in Latin American history, both from Universidad Complutense de Madrid.

 

Siobhan McDonough
Community Editor

Siobhan McDonough is the Community Editor of the Chicago Policy Review. She is a Harris Public Policy MPP candidate and also teaches writing for the University’s Humanities Core. Prior to her time at the University of Chicago, Siobhan worked as the communications senior associate at IDinsight in New Delhi, India. She worked with 50+ social sector research teams across seven global offices to write and disseminate blog posts, articles, policy briefs, op-eds, and other content. Previously at IDinsight, she worked in agriculture monitoring and evaluation in Zambia. McDonough holds a B.A. from Harvard University in Social Studies (economics/sociology/political theory).

Jake Interrante
Editor in Chief, Chicago Policy Review

Jake Interrante is Editor in Chief of the Chicago Policy Review. He is an MPP candidate ’21 at the Harris School of Public Policy and is a founding member of University of Chicago RadicalxChange. Previously, Jake worked as a policy professional in the community development finance field. As a Program Associate with Massachusetts Housing Partnership’s ONE Mortgage Program, he helped working class families buy homes in otherwise unaffordable parts of the State. Prior to that, he helped finance amenities in economically disadvantaged communities as Development Coordinator for Partners for the Common Good, a DC-based CDFI Loan Fund. His published work on comparative borrower outcomes in the ONE Mortgage program and FHA Mortgage Program appeared in the March 2020 edition of Cityscape. Jake also holds B.A.s in Public Policy and Political Science from the University of Chicago.

Andrés Fortunato
President, Latin American Matters

Andrés Fortunato is the President of Latin American Matters (2020-2021) and an MPP candidate ‘21 at the Harris School of Public Policy. He is from Buenos Aires, Argentina, and has more than 7 years of experience in the public sector in different decision-making levels and policy areas. He is interested in economic growth and inclusive development in Latin America. He is a Fulbright Scholar, an Irving Harris Fellow, and an International House Fellow. Andrés holds a B.A. in Philosophy from the University of Buenos Aires.

 

Nelson Puc Cruz
Vice President, Latin American Matters

Nelson Puc Cruz is the vice president of the Latin American Matters (2020 – 2021). Before coming to the University of Chicago, Nelson served as an advisor for Quintana Roo’s state government and state Congress in Mexico. He is a Fulbright Scholar and holds a B. A. in Economics and Finance from the University and Quintana Roo.

 

Alejandro Roemer
Co-Director of External Relations , Latin American Matters

Alejandro Roemer is the Co-Director of External Relations (2020-2021) for Latin American Matters and a fellow at the Pearson Institute for the Study and Resolution of Global Conflict. Before coming to Chicago, Alejandro was deputy-director of analytics at Grupo Financiero Banorte and Professor of international humanitarian law at the Universidad Panamericana (UP) and Instituto Tecnológico Autónomo de México (ITAM). He holds a bachelor’s degree in international relations from ITAM and a Master’s degree in Human Rights and Humanitarian from the Institut d’Études Politiques de Paris (Sciences Po).

 

Robert Mitchell
Director of Publications

Rob Mitchell is the Director of Publications for the Chicago Policy Review. Rob is pursuing an M.S. in Computational Analysis and Public Policy at the University of Chicago’s Harris School of Public Policy. Prior to that, he attained his B.S. in Mathematics and Political Science at the University of Alabama, where he researched the effects of multimember legislative districts on political polarization. Rob is from North Carolina, and his policy interests include voting rights and election systems.

Mark G. Sheppard
Director of Communications

Mark G. Sheppard is the Director of Communications for the Chicago Policy Review and also manages the Data Visualization team. Sheppard holds a Bachelors of Arts from the University of California, Berkeley in Honors Legals Studies, concentrated in Law & Economics, with a minor in Public Policy and also holds a Masters of Arts in Political Economics from Georgetown University, in collaboration with the Solvay Brussels School of Economics. Sheppard is currently a research assistant for a number of faculty across the university and at the Harris School. Previously Sheppard worked as a congressional analyst.

Paula Gaviria
Co-Director of External Relations, Latin American Matters

Paula Gaviria is the Director of External Relations of Latin American Matters (2020-2021) and an MPP candidate ‘21 at the Harris School of Public Policy. She is from Mexico City, Mexico. She has worked in the design and implementation of a project in prison working with women and their children, as a psychotherapist in her private practice and as a professor in the psychology department at the Universidad Iberoamericana. She holds a bachelor in Psychology from Universidad Iberoamericana and a masters in Psychoanalysis from the Mexican Psychoanalytic Society.

 

Ana Camila Vasquez
Co-Director of External Relations, Latin American Matters

Ana Camila Vasquez is the first year Co-President of Latin American Matters (2020-2021), and a ‘22 MPP candidate at the Harris School of Public Policy. She is from Caracas, Venezuela, and has worked conducting research in impact evaluations in Latin America for the Non-profit sector, particularly in peacebuilding and reconciliation, and crime prevention policy areas. She is a fellow at the Pearson Institute for the Study and Resolution of Global Conflicts. Ana Camila holds a B.A. in Economics from the Universidad Catolica Andres Bello.
